Hartley was a tremendous booster of local sports and recreation teams.
He served on the Centralia High School Board for seventeen years and later served on the Centralia Sports Hall of
Fame Committee for five years until his untimely passing. He was a 1943 graduate of Ashley High School
and a 1950 graduate of the University of Illinois.
While a staunch support of the Centralia High School athletics, he also was a member of many
community service organizations where he spent many hours promoting the betterment of the
community. In particular, he helped promote the new Centralia Recreation Complex, and the new
Centralia High School building project.
